Minutes May 16, 2006 Attendees: Mike Smith, Bob Laport, Bob Gray, Dave Gray, Zoe Sweet, Bob Golden, John Bragg Only two items were on the regular agenda. 1. Multiple use trails subcommittee: Mike Smith reported the committee has been meeting with Coos County officials to explore maintenance options for Winchester Trails. The County Counsel says insurance is generally required for groups working on county trails at a rate of up to $5,000/year, but the committee is researching ways to reduce that cost. Oregon Equestrian Trails has an insurance policy that pro-rates to $60 per day for work events. The short term goal is to keep WT viable as a multi-use recreational area. The committee is exploring the idea of proposing a recreational special district with the authority to levy a tax to support recreational development. The tax would be similar to a property tax. Mike received some guidance from the county counsel on how such a district would be set up. Costs to develop a district could be as much as $2,000. Oregon laws governing special districts would require an economic study before a district is developed. Mike said with an estimated taxable property value of $3.5 billion in the county, a recreational tax of $0.10 per thousand dollars of assessed value would raise $350,000 annually that could be available for recreational developments. 2. Zoe Sweet distributed business cards she has developed for the South Coast Striders. Zoe and John Bragg are finalizing the procedures for getting the publicity materials Zoe develops to the Bay Area Hospital and other groups. Zoe suggested the business cards can be printed using a CRTP logo and including the names and/or logos of the CRTP member groups. The backside of the card (in case of SCS) is being used for a schedule of upcoming hikes. Similar uses could be developed for other CRTP groups or events. Adjourn |
