Minutes

February 10, 2004

1.      Welcome and Introductions – John Bragg welcomed the group and gave an update on the last meeting held on Tuesday, January 13th.

2.      Review of Minutes

Jenny Webster corrected the minutes to reflect her affiliation with the Oregon Equestrian Trails. She had been incorrectly listed as a member of another organization.

3.      Proposed operating structure for CRTP (handout) DISCUSSION

a.                  CRTP Board

                                                               i.      Duties (appoints executive committee, approves official actions, coordinates standing committees, OCEAN liaison)

It was agreed that on the handout for the CRTP operating structure, #10 on the list of possible board representative affiliations should be OCEAN liaison.  All agreed that one person should be in the liaison instead of switching to different people for different meetings.  Also the group decided to add local government representation to the board.

                                                           iv.      ACTIONS:

1.      Approve/reject/revise categories for representatives: All participants approved of the CRTP structure provided on the handout. The ideas were developed initially by Dan Miller and slightly modified following discussions by several other CRTP members.

b.                  OCEAN: The Oregon Coastal Environmental Awareness Network is a partnership of federal and state agencies, schools, South Slough National Estuarine Research Reserve, Southwestern Oregon Community College, that is community focused.  OCEAN has a K-6 Marine education program.  It blends on-the-ground work with providing an umbrella for other groups in the area that benefit from being associated with a non-profit organization.  OCEAN is currently looking at Coos Head and also at North Bend Tourism Interpretive Center as a hub for recreation.

c.                   Memorandum of Understanding (MOU).  There is currently an MOU between OCEAN and CRTP which is very open and does not dictate the structure of CRTP as an organization.  The MOU can be revised and has certain dates where it is scheduled for review.  The MOU requires that CRTP has a liaison that attends OCEAN meetings as well as an OCEAN liaison that attends CRTP meetings. Currently the OCEAN liaison is President of OCEAN, Ron Steffens.

d.                  Standing Committees. The group agreed to the following standing committees.  All committees will be meeting for the first 45 minutes of our next meeting on Tuesday, March 16th at 6:30 p.m. at the Coos Bay District BLM.  Participants signed up to be on one of the following committees:

                                                               i.      Finance – Ron Steffens (OCEAN), Dave Wash.

                                                             ii.      Trail Maintenance & Construction – Jenny Webster, John Bragg, Scott McNew, Bob Golden.

                                                            iii.      Trail Development – Mike Smith, Donna Bishop, Miranda Shapiro.

                                                           iv.      Marketing & Communications – Marty Giles, Alan Hoffmeister

1.       Web Site.  Alan Hoffmeister updated the group on the Coos Regional Trails Partnership (CRTP) website which is located at www.coostrails.com.  The host of the website is Unicom who has agreed to host the website for free.  The Coos Bay District BLM paid the original registration fee for the name coostrails.com at $35 and Alan Hoffmeister just paid the new registration fee of $75 out of his own pocket to maintain the name for the next 3 years.  Alan informed the group that the website needs someone in charge of updating it and prioritizing what should be on the website as it has run out of free space.  The water trails map could not be put on the website due to lack of space.  This committee will be meeting on Wednesday, February 25th at 9:00 a.m. at the Coos Bay District BLM.

e.                   Work Groups

                                                               i.      A work group must be sponsored by a standing committee, which will be responsible for the work group to complete its tasks.

                                                             ii.      Action:

1.      Identify two trail-related tasks, form work groups to carry out those tasks, and assign them to standing committees

Project 1.  Working Group – CRTP Website – Marty Giles, Alan Hoffmeister, Tom Sill, Miranda Shapiro.  This work group will be meeting on Wednesday, February 25th at 9:00 a.m. at the Coos Bay District BLM.  All are welcome to attend.

Project 2.  Working Group - Winchester Creek Trail System Bridge replacement (other possible activities: restroom facility, interpretive signs, expanding activities on National Trails Day).  Jenny Webster, Reg Pullen, Bob LaPorte, Donna Bishop, Mike Smith, Scott McNew.

OTHER. One idea is using decommissioned forest roads as ATV trails with a focus on making loop trails.

The next meeting will be held on Tuesday, March 16th at 6:30 p.m. at the Coos Bay District BLM, 1300 Airport Lane, North Bend OR 97459  The first 45 minutes of the meeting will be for working groups and followed by a meeting of the whole group.
